Dr. William “Bill” Harbour was a Tennessee State University alumnus and a brave civil rights leader who participated in the Freedom Rides, fighting for equality and justice. He dedicated his life to education and public service, inspiring countless individuals to pursue their dreams regardless of the obstacles in their way. This scholarship honors his incredible legacy by supporting TSU students who are committed to making a difference.
